The 9A group can be used to send Emergency and Alerts messages (EWS : Emergency Warning system) or for Open Data Architecture (ODA).

EWS data coding Format is specific for each country. If EWS function is used, a message of 1A group must be send to determine function of 9A group and identification of EWS channel used.
